1:47 Mumbo’s dynamic lights mod changes his surroundings while holding an object that emits light (usually for torches), so it looks different while holding a skulk sensor.

Don’t worry about the redstone in the Nether, it’s just a simple dispenser array by Zedaph that makes it so that a portal in his base spits out a cloud of arrows when you throw a snowball into it.
