The chimney being moved has an even better explanation: energy-loss.
The chimney is a good distributor of the heat from the fire, so it’s relocation to a more efficient location would make economic sense and it’d be reasonable for a local government to require that only fireplaces that’s not wasting heat would be allowed to be used
Yes, but usually old construction is grandfathered in… so it would be that Jimmy knocked it over after the building code was updated that made them move it.

In regards to the house: It doesn’t look right. In Jimmy’s house, the roof and top floor appear to be intersected. But in Grubhubs house, there is space between the second floor and the roof. Although, it’s probably likely that they simply added an extension to the attic 🤷♂️
