      Actually it’s not really what he meant. Surely, you are right. However Napoleon meant something else.

      If somebody voiced his concerns. He does it either because he wants to fight (hence you fight and win or lose) or, he does it in order to attempt to reach an agreement/change something. In which case you have a choice, 1. Don’t change and fight. 2. Change and don’t fight.

      The other kind Napoleon talked about, was the one that doesn’t speak up, not for strategic reasons (the group that you outlined) however for cowardness (which is different). This group, you cannot really fight.

      You fight and lose. You lose. However, even if you fight and win. You still lose, because in reality your enemy will backstab as soon as he can, without giving you notice.

      This is a problem Napoleon had to deal with a lot.
