It’s so that if one of the others are appealed. They still wouldn’t be able to get out for another 2 human lifespans.
He spent so much time in jail at a young age that he wanted to go back once he got out. He didn’t know how to deal. It’s fucked up but it’s a real thing. So he’s happy back in prison unfortunately it came at the cost of lives.

While I’m no expert on Egyptian gods/goddesses, I do believe he is the god of Chaos. Rick Riordan does take liberties often in his books to be better suited to audiences.
